    It means that something is urgent and important. It does not work in your sentence (without supporting context). In addition, your sentence is a comma splice -- two independent clauses separated by only a comma.

    Learning the genetic basis of cancer is of utmost necessity.
    Solving the unemployment problem is of utmost necessity.
