    How come car fax says that there have been/was two owners for/to the car and you...

    How come car fax says/states that there have been/were two owners for/to/of the car and you(dealership) are telling me otherwise?

    The car is being sold online through ebay.com

    Which would a native speaker use?

    "was" is definitely incorrect.

    But the two owners no longer own the car and sold it to the dealership, so why can't was be used? They are past owners and no longer own the car.

    You could use 'were (two owners)', but 'have been' is better.

    '...two owners of the car...'

    As the dealership wants there to be a third owner, the present perfect works better- they're thinking of the past and the present (selling it).
