1. The new models are not only less expensive but more efficient also.
OR
2. The new models are not only less expensive but also more efficient.

I would use only the second one.

Good job on the parallelism. "less expensive" and "more efficient" are the same parts of speech.
Too often you see "are not only less expensive, but they are also more efficient" or "not only are more efficient but also less expensive" where the part that immediately follow "not only" and "but also" are not the same parts of speech.

He was not only a murderer, but also a thief.
can we use double Article with single subject?

You must use the article "a" in this case.
