The usage of "as" is incorrect. It does not belong in the text.

What is this usage of "as"?

You are wrong. It is from a book and by Fransis Bacon. So it is not wrong.

Which book is that? Are you are referring to Francis Bacon of England? Do you know when Mr. Bacon lived?

The history of "as" goes back at least to the year 1000. In most forms it has been used to mean similar to or because. Consider this, Bacon died in the 16th Century. The meaning of many words have changed since that time. Also, check and see if there was not a printing error in the text you are reading. In addition, just because something is written doesn't make it correct.

I would not have changed the original "was" to "were".

Nor would I. It refers to "The selection" (singular).

As to the meaning of "as" here (assuming it is correct), it has the meaning of "with the purpose of".

The selection of the poems was made with the purpose of including all his major works.

I would like to see some supporting evidence that "as" was used that way in the 16th Century. It very well could be but I have never seen it used that way in the old texts.

Hi,
Please note I'm not a teacher nor a native speaker.

I tried to do some searches in BNC COCA with no results, and whatever else I could think of, and yes including google, for phrases like: "made as including","as including".
I think I manage to find some common theme in the results. If that's the Francis Bacon in question then I'd pay attention to the second sentence in the wiki entry,
with connection to the Google Ngram Viewer, some UK government website , and Google book search.
