    Are these proper sentences structure?

    Hi,
    I have a question. Are these proper sentences structure?

    1. The solution who offer [name of method] technique is a better than those provided by techniques that use only probabilistic methods.
    2. Parameters currently available for the communication, exceed the requirements of cellular mobile system.

    I'm afraid they are not.
