I have a question. Are these proper sentences structure?
1. The solution who offer [name of method] technique is a better than those provided by techniques that use only probabilistic methods.
2. Parameters currently available for the communication, exceed the requirements of cellular mobile system.
Thank you in advance for your help.

You mean 'Are these sentences correctly formed?'Are these proper sentences structure?

1. The solution which offers [name of method] technique is better than those...'
Please ask the unrelated question in a separate thread with a relevant title such as Parameters currently available.
