Howdy!
Recently I've come across this video presenting samples of dialects from three states and it really did hold me up for a while.

It's a great fun to listen to different accents, but unfortunately not everything can be easily understood. So perhaps I will have a couple of questions in regard to this video, but the first one is what exactly did the woman say while looking at the cowboy boot at 1:38?

I suppose she was asking for the price or the size, because the seller replied "40".
But I'm able to figure out only the last part of her question, sort of "... they're in?"
But what is the first part? Perhaps "(How) many ... they're in?"

I think she's saying, "How much these run?" It's a way of asking for a price. Honestly though, it's a bit hard for me to understand too, and I'm a native English speaker. :)

In other words how much do these cost?
