Student or Learner
I hear this phrase quite frequently, but I'm not sure how to react.
I know that "get a picture" means "did you understand" etc.
Normally contexts look like it: Blablabla I was like blablabla, he was like blabla, anyway, I don't give a d*mn, get a picture?".
First of all, this phrase doesn't sound as "did you get a picture" I mean it's an affirmative sentence. Is it OK for spoken English?
Secondly, do you say it? Or I should have grown up in a black neighbourhood. (I don't know how to write it in a polite way).
Eventually, is it offensive phrase? If I translate it to Russian it sounds quite offensive to me. What's about English?

The colloquial phrase 'Get the picture?' means 'Do/did you understand?'
I don't see any connection with growing up in a black neighbourhood and it's not offensive.
