    individual ~~~~~~individual state plans

    Under the Safe Drinking Water Act, the Environmental Protection Agency is required either to approve individual state plans for controlling the discharge of wastes into underground water or to enforce its own plan for states without adequate regulations

    Oiginally I feel plan should be used here but not plans. Now I want to ask whether individual state plans can be
    understood as state's own plans.

    It's OK as it is; it's not necessary to specify that is each state's own plan that is meant.
