    Prepositions are difficult to define because of the many uses. In this case, "with" carries the sense of "to have". The paper is looking for stories. When they find one, they want to be the first to publish it. In that sense, when they get a story out first, they are the first "with" that story.

    It fits the general sense of the third (a) definition here.
