    reduced fuel use

    Does this "reduced" denote "decreased by itself" as an intransitive verb without an object or "to be reduced by ANA's action" as a transitive verb? It may depend on the writer's intention.
    A Japanese airline, All Nippon Airways(ANA), has started asking its passengers to visit the batheroom before boarding. ANA reasons that it can make passengers lighter, which in turn means lighter aircraft and reduced fuel use. The airline started the unusual policy on October 1st.

    It seems to me that the actions of ANA have caused the reduction. Don't you agree?

    I agree with Dave that the cause is ANA's actions.

    In your sentence "reduced" is not a verb; it is a participle being used as an adjective modifying "fuel use". The sense of the sentence is "which in turn means lighter aircraft and (means) reduced fuel use".
