    What does "non-service" mean in the following?

    He wrote the original Program of Instruction approved for training non-service Interrogation for the Defense Intelligence Agency, Naval Special Warfare, and Army Special Operations Command 2004-2010.

    My guess is that it refers to interrogation for those not in the military. In the US, service is another term for military - "I was in the service for many years/"
