    at vs. on all levels

    Would you rather say: on all levels or at all levels

    the original sentence (about an artwork) being:

    On/At all levels it (the artwork) says: What you see is not what you get.

    Thank anybody for advice.

    Not a teacher.

    You could rephrase it...

    The artwork screams: What you see is not what you get. :D

    Arteberlina, 'on all levels' sounds better to me, but I can't say 'at all levels' is wrong.
