    If someone ask me why I did not buy.

    Can I say I ran out of budget?

    I have no room for it in my budget.
    I ran out of money.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
