    rebuild my capital

    I did not buy goods recently because I lack of funds. I intend to reply the supplier:

    1) I have stopped buying because I ran out of budget and I need some time to rebuild my capital.

    2) I have stopped buying because I ran out of budget and I need some time to save up my capital.

    Is 1 or 2 correct?

    Neither is perfectly correct. "My budget ran out" is more natural than "I ran out of budget." And "to rebuild my capital" is more natural than "to save up my capital."

    Because it's a wrong combination of tenses.
    On reconsideration, with "recently", you really need the present perfect. (Above post edited to avoid confusion)
    "I haven't bought (present perfect) books recently because I lack (present simple) funds."
    "I haven't bought (present perfect) books recently because I've lacked (present perfect) funds." (Also correct).
    "I didn't buy (simple past) books recently because I lacked (simple past) funds." You'd need to specify the time you are talking about, eg. "I didn't buy (simple past) books last week because I lacked (simple past) funds."
