    The amendments concerning Taiwan may well survive the Senate as members concentrate on winning back at least some of Obama’s proposed spending cuts.

    The Senate may approve the amendments. To survive in this case is to live. If enough members vote against the amendments the amendments will not survive (will be stopped) at the Senate level. In the US, bills are passed by the Senate and then taken to the House of Representatives (the House) for a vote. A bill has to survive in the Senate before it can be taken to the House.

    Or vice versa. Bills can originate in either the House or Senate. Except for those that raise revenue, which must originate in the House of Representatives.

    What usually happens in practice is that House and Senate pass related, but not identical, bills. They then hold a "conference committee" of selected members of either chamber to come up with a definitive version of the bill. Which then must be passed by both chambers as identical bills without amendments.

    No, it's two sentences. It could be one long sentence, but doesn't have to be.
