In case of finding petty offence against Health and Safety at Workrequirements for a first time, Health and Safety Inspector and a person incharge of employees are allowed to use the so-called “yellow page”, whosepattern is represented by Enclosure No.3. The page warns and instructs/educates small offendersabout risks and consequences of failure to adhere to legal requirements for Health and Safety an Work.
Is it possible to say in this case that something instructs people about or educates them about something or is another preposition needed?
"About" is fine. I would say "minor" offenders, rather than "small."
