2) I have stopped for some time because I ran out of budget

Which one is correct? Which one is better?

Neither. Use either "funds" or "money" for "budget". One can exceed one's budget, but one cannot run out of one's budget.

You can use either "as" or "because".

Just trying to understand how to use the word budget correctly. There are many sentences that says "I have the budget"

Is "I will buy it once I have the funds/money." better/more correct than "I will buy it once I have the budget."?

Yes, it is.

Or 'I'll buy it once I can afford it'.

The word 'budget' has more to do with managing money than being a simple replacement for the word 'money'.
