That caption does not work for me.
I suggest "People who provide ultimate technology to those who need it".

One of my friend is going to start a new technology firm and he has identified the below caption for it. When I read this I felt like something is missing. Any help would be greatly appreciated.
"People who liberate ultimate technology to others needed"
Is he advertising to find people to hire? Cause "people needed" is what he is saying.
I don't think he "liberates" technology either. He may use or utilize or employ technology.
We do not have the "ultimate" technology today. His tag line needs work. What is his company doing? What problem are the solving?
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
