Is the following statement right?
The proportion of the elderly people in the US had been falling through out the period between 1990 and 2000 ,from 15% to 10%, before it went up after 2000.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

The past continuous is wrong. The percentage "fell" during the period stated. If you were writing this at some point between 1990 and 2000, you would say "It has been falling for the last XXX years".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
