which one is more acceptable?
He needs the menu TO order.
He needs the menu FOR ordering.
I feel the first might be ok but it can also be ambiguous like "I need him to come with me"

I was also wondering if this "reasoning" is viable:
I need him to clean the tables. ( it's an immediate demand like a mother asking her child to do the cleaning, maybe now or today or tomorrow).
I need him for cleaning the tables. ( like when one has hired a busboy to do the cleaning as a job)
