You need to provide the context for this.
My guess is that it refers to a "dime bag" of some sort of illegal drug.
A "dime" is ten cents. "Dime bag" is used as slang for a $10 quantity of drugs.

Since I have not seen the movie, I cannot tell what exactly it refers to (just the dialogs are there, not the full script). If anyone has more knowledge about it, I really feel curious now!
PS: I, just like SD, had assumed it was related to the use of illegal drugs. I'm not as sure now!

I don't know either. I'm not sure what one would hope to accomplish reading movie dialog like that completely devoid of any reference to the actions taking place.
