    A second-time offender

    Hello all users!

    Can the term "a second-time offender" apply to a person who has commited a crime against Health and Safety regulations?

    Yes indeed. A person who has twice violated any set of rules can be called a "second-time offender." It does not matter at all which particular set of rules was violated.
