    No, it has, slowly

    In House of Cards, an American TV drama, Frank chatted with Walker, who is the President of the USA. Walker went to counsel for his marriage.

    Frank: Counseling hasn't helped.

    Walker: No, it has. Slowly.


    If I were Walker, I would say, "Yes, it has. Slowly".


    Am I wrong?

    You could say either with the right intonation and pauses.
    "No" is a negation of Frank's suggestion "Counseling hasn't helped". He's saying, "No, that isn't right. It has helped, slowly."

    I agree with Raymott, but I prefer "No" in that dialogue.
