What is the correct meaning of the sentence-"A scientific law, is not a scientific law, if it only holds when some supernatural being, decides to let things run, and not intervene."?

    Re: Interpretation of a sentence

The person is saying that the idea of divine intervention is incompatible with his definition of "scientific law."

The first comma should not be there.
