    Question whereas , while, and in which ??

    Dear Members & Teachers,

    What is the best way to connect the following two ideas:

    "Nevertheless, there are still many decisions controlled by the top-level management ( _ _ _ _ _ _) the regional directors are left with little authority and greater responsibility"
    - while
    - whereas
    - in which

    In the beginning I used (while) but when I sent my paper to the "writing center" in my school they changed it to (in which), but in fact, I am not convinced by their change,, maybe they did not understand the meaning which I want to express in my own language "Arabia".
    Now, after I did a couple search, I tend to use (whereas)
