Does 'rebound on' collocate with 'measures'?

    Hi,

Is it possible to use the verb 'rebound on' in the following sentence?

'...the punitive measures for establishing discipline in schools have rebounded on the authorities...'

    I am not a teacher.

You can say it if it's what you mean.

Depending on the extent of the adverse consequences (if there are any) you could also say "backfired on".
