    I have a question about using 'deliberate'

    Hi, teachers.
    Is this sentence fine? I just thought 'on' is missed out after 'Deliberating'. Is this OK as it is?

    Deliberating whether to proceed with expansion plans or wait till the economy stabilizes, management agreed to put the project on hold.

    It's OK on its own. I'd consider 'over'.

    I would add "After" before "deliberating". The decision was reached after deliberations were over.
