    Does "However it was not in use, created a risk of unintentional use" mean "Although (it was) not in use, it created a risk of unintentional use"?

    I think so, but I'd prefer a native speaker to express his/her opinion.

    Although it was not in use, there was a risk of unauthorized use. It is difficult to understand how a "use" could be unintentional,
