I think the original meant to say "reverse" the decline. That would mean "turn it around".

This sentence is taken from Collins Cobuild English Usage. The Chinese version of this dictionary translates the verb 'reserve' as 'make slow'. But I consulted dictionaries and didn't find this word have a meaning like this. What ever does it mean in this sentence?
Thank you so much, Mike. I looked up this sentence in the original dictionary and it IS 'reverse'. The Chinese dictionary got a typo and the translation is bad.
It's also possible to preserve an industry from decline.
