[Grammar] There is a group of people in the park or there are a group of people?

I would like to make clear which of the following sentences is correct. There is or there are a group of people in the park.

The following example quoted from my Oxford Dictionary is worth your reference.
'A group of us is/are going to the theatre this evening.

I think 'is' applies to 'a group' while 'are' applies to 'us'.

I am not a teacher.

I would use "is". "Group" could be used as a plural collective, but usually not when it is a delayed (dummy) subject.
