    Anyone who considers it is covered by that phrase.

    I don't like the opening few words - "This strength increase, ranges from 15 ...". Either the comma is wrong or it should be "ranging from".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    I'm not sure what you mean by "15 to 100 percent over the basic design strength". Do you mean they test it up to 200% of the design strength? If so, 'above' is less confusing than 'over'.
