Question one that colleagues have not contributed to ...

"A president's role is to make that clear, ensure it happens, and provide space, ideas, encouragement and acknowledgment of accomplishments. Vision is important, but one that colleagues have not contributed to or are not widely shared will not serve the purpose. I have also learned delegation is also important to success and ..."

Does "one" refer to "vision"? About "are not widely shared", what are not widely shared?

"One" refers to "vision". The verb "are" is a mistake. It should be "is".

You could cut the first also out in the last sentence.

It is from a passage for the drill of reading comprehension and in no ways do I know the author. May I ask why I should state those?

We have to be very careful about copyright- the site is hosted in the UK and forums can be held responsible for copyright issues involved in posts. It's OK to quote something as part of fair use, but you should always credit the source as far as possible. Thanks.
