Is there a difference between

"One advantage of living in a house is to be able to live in a bigger area."

vs

"One advantage of living in a house is that you can live in a bigger area."

Can we always use the "to + base verb" structure as a complement to the first part of the sentence? It seems more natural in most cases to use that "that + Clause". Is there a rule regarding when we can use the "to + base verb" structure as a complement?
