[Grammar] Use of article

HI! Can you tell me if any article is needed in case we use a city's name and some adjective that charactarizes the city. For example, noisy Shanghai or historical Moscow or artistic New-York. Or we don't need any articles here? Thanks in advance.

I would say you do not need the article. And there are many things in New York, but no hyphen.

You don't need any article between "busy" and "New York" if that's what you are asking. (Note, there is no hyphen in New York.)

The rest depends on what context you are thinking of.

I think context is important for all of them.

The busy New York streets are a nightmare to navigate.

(I don't think the OP was suggesting an article between the adjective and the city name, but before the adjective.)

I can think of the following example - And now you will see busy New York...
Or - Tour guides are offered to visit historical Petersburg

Your first example is correct.
Your second is not. What do you mean by "Tour guides are offered to visit ..."?
