    Fragment in an ad

    I've read this in an ad:
    Experience planning recreational activities a plus. Knowledge of languages desirable but not necessary.
    I considered them both as fragments, do you approve of?

    I approve of your opinion that they are fragments.

    They are certainly not sentences.
