What does "render a bomb" mean?

Does it mean to blow it up or disable? Is it necessary to add such words like "safe, harmless"? If I don't use them will they be implied or not necessarily?

He had to render the bomb. (Is it implied that it is supposed to be safe or if I don't add "safe" will it have another meaning?

"safe" is necessary in that sentence.

Basically "render" means here the same as it means in "He rendered himself happy by ...", right?

'Render' here means 'make'. "render the bomb safe" = "make the bomb safe".
Your original question equates to: "What does 'make a bomb' mean, as in "He had to make the bomb."
