    Does the mentioned fragment "That's why we're launching the Orange Social Design Award, to be bestowed on ideas .." mean the same as "That's why we're launching the Orange Social Design Award, which will be/is to be given/granted for ideas.."?

    The award is to be given/granted for ideas ..
