use of <<Every>> in past and perfect tenses

    Dear all,

I got through a test and had to choose one of the three sentences (only one answer was correct). Here are the sentences:

Every letter is examined thoroughly by the electoral committee
Every letter was examined thoroughly by the electoral committee
Every letter has been examined thoroughly by the electoral committee

Now I know that the only one possible is the first one: Every letter is examined thoroughly by the electoral committee
But I can not find an answer why the other two are wrong.

Probably somebody can help me. Thanks a lot!

    Cesis

Re: use of <<Every>> in past and perfect tenses

All of those sentences are correct sentences - if they end in a period. There would have to be something else in the question to make that a valid test, eg. "Which of the following is in the present tense?" or "Which of the following describes what you've heard in the listening test."

PS: You don't know that the only one possible is the first one. You can only know what is true.
