    Good I asked. This is an example sentence of parallelization. Dropping that to would lead to a nonparallel sentence.

    I don't understand. There is no "to" in the sentence. There is also nothing there to be parallel with.

    I would not use "of" there. "On board" is an idiom and it acts as a preposition there.

    OD is referring to the 'the only way to make it easier to parse is to add the preposition' part in blue. I can see three 'to's there.
