Is the paragraph natural English?

There are also rumors of used disposable chopsticks being repackaged and resold for further use, spreading doubt about the already-questionable sanitation standards.
Therefore, we must change our consumption habits and encourage people to carry their own tableware.

Your spellings suggest that you are writing American English, in which case 'tableware' may be appropriate. But in Br Eng tableware is not the same as cutlery. I'd delete 'for further use'. Otherwise it's OK.

[Incidentally, when cutlery was being introduced into England, people used to carry their own - but this was not for reasons of hygiene - it was simply that when you ate away from home, you couldn't rely on your host providing cutlery.

The chopsticks piece is for a school competition. Getting us to rewrite it is cheating. You must work on it yourself.
