    Is the paragraph natural English?

    The widespread use of disposable chopsticks is an universal phenomenon in Taiwan. Some people would always use disposable chopsticks whether they eat out or eat at home, while others only when they eat out would do that. The opinion survey shows only a tiny minority never use disposable chopsticks.

    You need to change the word order here too.

    '...while others would do that only when they eat out' or, '...while others would only do that when they eat out'.

    I would lose the "woulds." The survey was done. You have the answers.

    "Some people always use disposable chopsticks, whether they eat out or eat at home; while others only do so (or "use them") when they eat out."

    This is getting better. The comments above are good. Also, I'd add a that, as you see. Without it, it starts to sound like the survey is showing a minority.
