Do we need a definite article here?
My next-door neighbours gossip a lot about (the) other neighbours.

No, the article is optional. I would omit it.

Unless there is one specific "other neighbors." Then "the other neighbors" makes sense.

I'd say that '...about the other neighbours' means '...about all the other neighbours', and '...about other neighbours' means '...about some of the other neighbours'.
