    fertility rate

    I think both "low fertility" and "fertility rate" sound weird. As I know, "fertilty" is the ability to get pregnant physically, and not related to one's will to get pregnant. Don't these have to be corrected to "low birth rate"?

    In 2007, the Ministry of Health, Welfare and Family Affairs announced that the fertility rate among adult women in Korea was only 1.26 children, the lowest level among OECD countries....

    Birth rate and fertility rate are different. The birth rate is determined by conscious decisions made by women. The fertility rate has to do with diet, environment, etc.
