1-Is it good to focus on aerobic exercises for weight loss?

Does that mean
a-There are certain aerobic exercises that are for weight loss and the question is whether one should focus on them
or:
b-In order to lose weight, should one focus on aerobic exercises
or:
c-Is it good to focus on aerobic exercises with the intention of losing weight (maybe one shouldn't focus on weight loss that much)

With your interpretation of c) what do you see as the difference between "weight loss" and "losing weight"?

For me, the question means "Is it a good idea to concentrate on aerobic exercise as a way of helping you to lose weight?"

1-Is it good to focus on aerobic exercises for weight loss?

I think the most like meaning of the sentence is the one you mention.

But I wonder if it could not have two other meanings:

Let us assume that there are aerobic exercises that are not really for weight loss, but improve stamina.
So we have two kinds of aerobic exercises: aerobic exercises for weight loss and aerobic exercises for increasing stamina.
Now the question might mean is it good to focus on the first kind of aerobic exercise.

There is another possible meaning if I am not mistaken. Let us say I want to lose weight and I am focusing on aerobic exercises. It is a fact that those exercises will help me lose weight. But is the whole thing a good idea? Is it a good idea to focus on aerobic exercises to lose weight? Maybe losing weight is not such a big deal and I would do better to think about increasing my muscle mass.

I think both interpretations are grammatically possible, but I agree that within this context there are a bit of a stretch!

They are a bit of a stretch, but the first of your two interpretations is possible.

As for the second one, if we accept that
It is a fact that those exercises will help me lose weight
then
Is it good to focus on aerobic exercises for weight loss?
becomes tautologous.

'Is it good to focus on aerobic exercises?' would suffice.
