    Use of To Be

    Do we need to use words "to be" in the sentences below, also please correct any other mistake.
    (a moist sample is left in/under heat until there is no change in the weight of sample to get the results)

    1) We would normally expect the total solids in the sample to be around 35% when evaporated at 150 degree centigrade.
    2) Using the new machine, savings for next year are expected to be around 50%.
    3) He was expected to be in the meeting by 3pm./ He was meant to be in the meeting by 3pm.

    No, the second example at #3 would be incorrect without "to be".

    So, it is necessary in example 1,2 and 3 (b) and we can omit 'to be' in example 3 (a) ?
