It would be more useful to give the whole sentence. No, 'being' doesn't mean 'existing' here. The idea is, "That is a flash of un-styled content (whatever that means!). "Being" is simply the correct grammatical form here for 'is' - or, strictly, for the verb 'to be'.

'Being' doesn't mean 'is'. 'Being' is the correct grammatical form for the verb 'to be' when it is used in the non-sentence that you've written. Your example means nothing to me. It's not well-enough written to say what it means.
Here is a better example:
"I bought a car - that being a motor vehicle used for transportation."
"I bought a car, which is a motor vehicle used for transportation."
As in any sentence, you have to use the form of the verb which is grammatically appropriate.
