1) The book which I want to borrow is not in the library.
I know that leaving “which” out makes it more idiomatic. But I wonder can there be any justification to keep “which” in this sentence?

Is this factory the one you visited last year?
Are both correct?
3) Whoever comes home back first should cook dinner.
Who comes home back first should cook dinner.
Are both correct? I think "who comes" is wrong. But I don't know why?

It is no longer a question now whether China is a strong country.
Is whether wrong here? Why?
