I googled it and found that it's a character mentioned in this article (click on the underlined link).

I haven't time to read it all to see if the meaning is given.

My guess is that is corrupted text, resulting from changing from one format to another.
"... 'fell on his neck and called him ÒbrotherÓÉconduct which greatly displeased the queen ..."
The Ò and Ó could be corrupted quotes, and the É a dash. I can't think of any other reasonable explanation - after all, who calls (or called) anyone "ÒbrotherÓÉconduct" It's strange that it doesn't seem to occur elsewhere on the page though.
