Even when cues to likely errors are available

System 2 may have no clue to the error. "Even when cues to likely errors are available,"

Could you make quotation mark sentence in simple way?

It is already pretty simple. What is System 2?

"Cues which are equal to errors"
    Is it right?

    not a teacher

    "cues to likely errors"

After briefly scanning this long article, the best I can do for you is this.
… "cues" are clues that you can pick up from what you are observing, for example, facial expressions.
… "likely errors" are those errors that you can expect to occur in the circumstances described.

Could you fragment this sentence in two sentence?

May I take it to mean 'Even when there are cues showing that errors are likely to happen'?
