    feel vaules?

    From CNN news:
"We know much more about ISIS now than we did a few months ago. We know how brutal they can be, how well financed, how powerful. But one we don`t know about ISIS would still feel values. For starters, how big is their fighting force? On the low end of the estimates, you get around 10,000 people, and the high end around, 80,000. This is in part because ISIS is forming alliances with people who share their radical ideology.
Now, that does that make these other groups members of ISIS or just temporary partners in crime? You can`t really say.How much land does ISIS control? Again, if you look at some maps, you see relatively thin sanctions of northern Iraq and Syria under ISIS control. "
    My questions:
    1. What doe " feel values" mean?
2.I don't see how "that" is needed.
3.Should it be" sections" instead of " sanctions"?
    Thanks.

    Re: feel vaules?

No, "feel values" doesn't make any sense.

You seem to be reading a transcript of an unscripted CNN program. These transcripts are written very quickly and accuracy suffers.

It is also possible that the people talking made mistakes, or struggled to find words and this was all written down literally. Take your #2. Someone may have said "Now, that... does that..." with a pause in the middle as he put his thoughts together better.

So it is what he said, but it is not the same as a well-constructed pre-written argument.

Yes, "sanctions" should be "sections." Did the person misspeak or did the transcriber make an error? Who knows?

Here's the link of the transcipt http://transcripts.cnn.com/TRANSCRIP.../08/sn.01.html
I have listened to the audio , it sounded more like "feel volumes to me , does "feel volume" make any sense?

"What we don't know about ISIS would fill volumes" is probably what it is.

I listened to it again, it exactly is "fill volumes", so does "fill volumes" mean something like "there's a lot to say about this topic"?
But one thing I don't really understand is why there're so many errors in the transcript, they never do proofreading?

They are probably doing it live, as the person speaks.
You could fill volumes of books with the information (that is unknown).
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

Like I said above, the transcripts are done quickly. You do realize that there are people on CNN (and other news channels) talking 24 hours a day, every day? There simply isn't time to review and revise transcripts for everything.
